It's a city in a bowl, mountains all around. Same inversion problem they have in Denver and LA and Phoenix, the dirty, cooler air settles to the bottom, warmer air sits on top, and it stays that way until a storm blows it out. It's a real and persistent issue here. At least we don't have lead smelters pumping arsenic into the air, as they did early last century. Just cars and factories, and other mines.
